Assurance
The firm has the capability to provide a full scope of assurance services ranging from compiled, reviewed and audited financial statements. Contractors working on commercial projects from time to time need to provide payment and performance bonds to owners that are provided and underwritten by a surety company. Having 35 years of experience in the construction industry all major sureties are familiar with underwriting from financials issued by our firm.
Our fee structure and philosophy toward accomplishing engagement objectives differ significantly from our competition. The partners of our organization take a very hands-on approach with assurance and compliance engagements doing the majority of fieldwork and planning personally. We feel that this approach adds significant value and efficiencies that are not accomplished in a traditional national firm setting.
Url: https://www.coopertravis.com/assurance/Tax Services
The firm provides a very extensive array of tax services including but not limited to complex federal and multi-state tax returns for all entities. A majority of our contractor or road builder clients are regional and go across state lines, at least in the southeastern United States if not other areas of the country.
We have experience in tax return preparation in all fifty states and prepare many complex consolidating returns. We pride ourselves on assisting our clients in structuring their entities to minimize tax exposure. Many times taxes can be reduced by selecting the proper entity type.
We help guide you through that process of selection or restructure if that is the case. We also prepare well in excess of 1,200 individual returns for our company owners annually.
Url: https://www.coopertravis.com/taxes/HUD Services
As construction of a project nears completion, HUD requires cost certification audits of the owner’s cut-off financial statements and a Mortgagor’s Certificate of Actual Costs that are submitted to HUD. In addition, the contractor must also submit an audited cost certification of the actual construction costs. We understand the complexities and nuances of cost certification audits and can provide you with our professional knowledge and experience.
Url: https://www.coopertravis.com/hud/Litigation Support
Our professionals can be an integral part of a successful litigation strategy. We act as either a consultant to the attorney to help build a case or as an independent expert to conduct an examination, express an opinion, and provide expert testimony.
Litigation often involves complex accounting, tax, and financial matters requiring the specialized knowledge and expertise of highly trained professionals.
Attorneys rely not only on our ability to research and communicate complex issues, but also to present that information in a clear and convincing manner in court to judges and juries. A report by one of our engagement partners was applied by the Tennessee Supreme Court in setting the standard for valuing small, closely-held corporations.
We can provide assistance in many areas including, but not limited to:
Construction claims
Lost profits
Marital dissolutions
Personal injuries
Wrongful death
Valuation of operating businesses

Engineering, architectural and consulting firms that contract with a State’s Department of Transportation (DOT) are required to have an audited overhead rate for indirect costs in accordance with the Federal Acquisition Regulations (FAR) if they bid on government projects. The purpose of an overhead audit is to provide assurance that the indirect overhead rate is accurately computed. Two key concepts in developing an accurate overhead rate include the proper allocation of direct and indirect costs, and properly determining what costs included in the in the indirect cost pool are allowed and what costs must be
While the focus of FAR audits is on overhead expenses and disallowances, an engineering, architectural, or consulting firm is also required to have project-costing and labor-charging systems that properly account for direct and indirect labor costs. These systems will be tested in a FAR audit as direct labor is the basis for a firm’s overhead rate. In order to determine an accurate overhead rate, payroll costs must be correctly and consistently allocated between direct and indirect labor.
The CPA firm providing the FAR audit is also required to prepare a separate report on the firm’s compliance with Government regulations, including FAR Part 31 and related laws, internal controls related to payroll, cash disbursements, and other transactions impacting the FAR overhead statement.
The FAR audit also includes testing of the individual indirect cost accounts for a determination of allowable and unallowable expenses. The determination of allowable costs is determined by FAR regulations that are found in Part 31Contract Cost Principles and Procedures. Some, but not all, of the excluded cost items include: bad debts, contributions, interest, fines and penalties, excess owner compensation, lobbying, and alcoholic beverages.
The services provided by our firm include:
FAR audited overhead rate presented as a Statement of Direct Labor, Fringe Benefits, and General Overhead.
Upfront planning to effectively manage your overhead rate.
